System question - decimals

System question - decimals

So, Im looking at making a "burst support" Paragon (a build that specializes in very powerful very short duration buffs) and I realized that I don't know what GW's system does with decimals.

For example, Im looking at combining the Paragon Elite skill "Incoming!" with the Ritualist skill Vocal was Sogolon.

Now, "Incoming!" at rank 12 Command gives a 3 second duration. If I also got Restoration rank 15 (12 + 3 rune) that would give it a +50% duration. Would that mean that the skill lasts exactly 4.5 seconds? Does GW round down? Up?

I realize I could circumvent this issue by taking Restoration rank 7 and giving "Incoming!" a 34% boost (making it 4 seconds), but I am trying to figure out which is the best way to buff the duration of "Incoming!".

I may not take "Incoming!" but I realized that all their skill durations are whole numbers... so I have no clue how this works. Anyone have any insight?

Another question:

That skill Vocal was Sogolon is the only item skill that doesnt have "hold these ashes to do X" in the description. WTF?

Does that mean I don't even have to hold them? Do I just create the item and get the passive buff? Is the "item skill" a typo?

Has anyone used this skill?

Shit (derek), since Im already talking to myself, let me pose yet ANOTHER question about this theoretical build.

Using "There's nothing to fear" gives a baseline 30% (with average sunspear rank) damage reduction. Two damage reduction abilities (TNTF + Incoming!) multiply their percentages (taken from the guildwiki website).

The THIRD question is: with a baseline 30% damage reduction, would 4ish seconds of 70% damage reduction (TNTF + Incoming!) really be any good?

It seems like an awfully short duration, but perhaps pairing those two with another passive buff like Never Surrender! could really save a group.

The string would go: Cast VwS (drop the item and pick it up when things go to shit), keep TNTF up throughout the fight, then if things get hairy, throw out NS + Inc! (whichever needs to go first) and let the healers have a few seconds to recover.

I don't know... how does that sound? Too much work for not enough benefit? Maybe better for PvP or a more spikey type situation than general PvE?
